BENEFITS OF SHARED SERVICES

What is 'Shared Services'



Shared Services is the consolidation of several non-core services into a new single unit. This usually applies to administrative services and especially the combining of Payroll, Human Resources, Expense/Benefit administration and occasionally some of the Finance functions such as Bought Ledger. The consolidation or reorganisation is sometimes described as a form of 'internal outsourcing'. Whilst all staff are typically still on the payroll, the new unit tends to be seen as quasi-autonomous and may enter into service agreements with other parts of the organisations.


What Are the Advantages of Shared Services?



This new centralisation of administrative functions typically allows for improved management. The Board only needs one channel of communication instead of three or four, and mostly the unit is self governing, arranging the best use of resources and meeting targets within itself. This is often seen as a way to allow the Board to simplify non-core functions allowing it to focus on core issues. This is particularly useful for businesses expanding into new markets and not wanting to involve itself in the minutia of dealing with issues arising from new payroll regimes, etc. A single unit to handle all Payrolls with HR Administration and Benefits and Expenses over the whole organisation helps to remove confusion when staff move around; this also helps to make best use of specialist resources and cut out duplication of task. Taken as a whole, these organisational improvements often cut down on duplication of higher grade staff positions, which together with a consolidation of office space and equipment can lead to significant costs savings. Generally, it is this anticipated cost saving which is the main reason for consolidating administrative departments although typically the simplification of structure brings with it many unforeseen advantages.


Is Shared Services Right For Us?



Since most directors are usually too busy to focus on non-core activities, this is a question that most directors couldn't answer easily. Whether the departments are run well is usually a function of well chosen management, rather than directorial oversight. The very fact that directors are disinterested in non-core activities tends to make Shared Services such a tempting solution. It's not that the directors are negligent or lazy, it's that they don't understand the details of how the departments function and don't want to. To do so would take their eye off the ball of running their core-business. However, there may come a time when at least one of the administrative managers becomes a problem, moves on, seems to be over/under resourced, or is just generally under-performing. Worst of all, the Board may have severe worries about whether they are compliant with current legislation and doubts whether the current managers are up to the job. This is especially true when following mergers or acquisitions where the focus on compliance may fall short of corporate/audit/legislative requirements.
